Build User Submission Tools

In order to make my job easier and to bring help in from the community I will be preparing a Webform for submitting Tools and Tutorials too.

These tools or tutorials will then be stored locally awaiting moderation before being added to the collection. I have a set of these tools already that i used on the older sourcemodding site that worked with CSV.

I will write the new tools from scratch and post about it once complete.
